Additional Support for People in Retraining and Employment-Temporary Assistance

1. ASPIRE-TANF program defined. "ASPIRE-TANF program" means the Additional Support
for People in Retraining and Employment - Temporary Assistance for Needy Families program
established pursuant to this chapter and the federal Personal Responsibility and Work Opportunity
Reconciliation Act of 1996. "TANF" means the program created in chapter 1053-B.

2. Administration. The ASPIRE-TANF program is established. The department shall administer
the program.

3. Purpose. The purpose of this program is to provide services and support to recipients of
Temporary Assistance for Needy Families and to reduce dependence on public assistance to the extent
that adequate funding is available for that purpose. The principal goal is to focus on helping people
obtain and retain employment that sustains their families.

4. Limitation or reduction of services when resources inadequate. The department shall adopt
rules in accordance with the Maine Administrative Procedure Act that include methods for limiting or
reducing services when adequate resources are not available.
