A. The provisions of this Part shall be administered by the Department of Agriculture and Forestry through the office of animal health and food safety. B. The commissioner shall adopt such rules and regulations as are necessary to implement the provisions of this Part, including rules regarding breeding, disposal, raising, identification, inspecting, licensing, monitoring, sanitization, shipping or transporting, testing, and quarantine of farm-raised turtles or turtle eggs. The rules and regulations shall be adopted in accordance with the Administrative Procedure Act. C. The commissioner may employ such personnel as are necessary to administer the provisions of this Part.
