All actual and necessary expenses incurred in the taking into protective custody, restraint, andtransportation of such patients tothe resource centers shall bepaid on itemized vouchers, sworn to by the claimants, and approved by the superintendent and the director from any moneys in the state treasury not otherwise appropriated.
