Indiana Code § 4-23-30.2-5

"Vulnerable population"

Sec. 5. As used in this chapter, "vulnerable population" includes: (1) individuals receiving services: (A) under IC 12 ; (B) from the department of child services established by IC 31-25-1-1 ; (C) through the criminal justice system or the juvenile justice system; (D) from the department of education as students who are at risk or exceptional learners; and (E) from the department of workforce development; (2) young persons of color; and (3) other individuals recognized by the board as members of a vulnerable population.
