Sec. 4. As used in this chapter, "strength based" refers to a perspective that recognizes that: (1) every individual, group, family, and community has strengths that should be considered by service providers when developing services for a client; (2) a service provider can best serve a client by collaborating with the client to develop the client's strengths; (3) service providers should work with a client to ensure that every environment in which the client receives services has adequate resources to meet the needs of the client; and (4) a service plan for a client should not be based on diagnostic assessments of client deficits or needs but on a practice that uses the assessment process to discover strengths and engage clients in collaborative planning.
