Sec. 13. (a) The city-county legislative body need not hold a hearing before passing any ordinance, except an ordinance that: (1) provides for the annual budget and tax levy; (2) appropriates previously unappropriated monies; or (3) provides for any general obligation indebtedness. (b) Whenever a legislative body is required by statute to hold a public hearing before passing an ordinance or resolution, a hearing held by a committee of the legislative body meets the requirement.
