Sec. 2. (a) Except for fees charged under IC 22-4-17-12 , no individual claiming benefits may be charged fees of any kind in a proceeding by the review board, an administrative law judge, or the representative of either of them or by any court or any officer thereof. (b) An individual claiming benefits in a proceeding before the review board, an administrative law judge, or a court may be represented by counsel or other authorized agent, but no counsel or agent may charge or receive for the counsel's or agent's service more than an amount approved by the review board.
