Sec. 11. As used in this chapter, "wholesale dealer" means any of the following: (1) A person, other than a manufacturer, that sells cigarettes to a retail dealer or other person for purposes of resale. (2) A person who owns, operates, or maintains a cigarette vending machine in, at, or upon premises owned or occupied by another person.
