Sec. 24.5. As used in this chapter, "material damage" means any: (1) functional impairment of surface features, structures, or facilities; (2) physical change that has a significant adverse impact on the nontarget site's capability to support any current or reasonably foreseeable uses; (3) significant loss in production or income; or (4) significant change in condition, appearance, or utility of a structure or facility.
