Sec. 9. The executive director, or the executive director's designee, has the authority to do the following: (1) Make and execute contracts and other instruments necessary or convenient to carry out the purposes, power, and duties of the authority. (2) Request assistance, information, and advice regarding the duties and functions of the authority. (3) Employ or contract with technical experts, officers, agents, and employees, and legal counsel without the approval of the attorney general, as considered necessary to carry out the efficient operation of the authority. (4) Enter into a memorandum of understanding with state agencies as necessary to carry out the duties and purposes of the authority. (5) Enter into contracts without the requirements set forth in IC 4-13-2-14.1 .
