Executive director; duties and powers

Sec. 8. (a) The executive director, or the executive director's designee, shall do the following: (1) Administer, manage, and direct the operations and activities of the authority. (2) Hire, review the performance of, and dismiss employees of the authority. (3) Establish policies for the governance and management of the authority. (4) Establish a personnel system for employees of the authority for the rights, privileges, powers, and duties of the employees of the authority, including a pay scale and benefit package. (5) Perform all acts necessary and proper to carry out the purposes of the authority.       (b) If a separate personnel system is not developed and adopted, the employees of the authority are subject to the state personnel system under IC 4-15-2.2 .       (c) If the executive director, or the executive director's designee, adopts a separate personnel system, the rules should mirror the state personnel rules as closely as possible.
