Certificate of registration or filing of annual report;

In any civil or criminal action brought under
this Act, a Certificate under the seal of this State, signed by the
Administrator, stating whether or not a franchise is registered, or whether
or not an annual report of a franchisor has been filed under Section 10 of
this Act, shall constitute prima facie evidence of such
matter, and shall be admissible into evidence at trial without proof of
foundation or additional authenticity.
