No other civil liability.

Except as explicitly
provided in this Act, no civil liability in favor of any person
shall arise against any person by implication from or as a
result of the violation of any provision of this Act. Nothing
in this Act shall limit any liability which may exist by virtue
of any other statute or under common law if this Act were not
in effect. Prior law exclusively governs all suits, actions,
prosecutions, or proceedings which are pending or may be initiated
on the basis of facts or circumstances occurring before the
effective date of this Act.
