Sec. 3. 

Whenever a seller advertises that consumer goods
are for sale without stating a price, but with words such as "prices
reduced", "1/3 off", "50% off" or words of similar meaning, such ad
shall clearly state whether services incidental to the proper use of the
goods will require an extra charge.
