Sec. 2. 

Whenever a seller advertises that consumer
goods are for sale and that advertisement states the price of the
consumer goods, the stated price must include all services incidental
to the proper use of the goods by the purchaser, or the ad must state
clearly that such services will be furnished at extra cost.
