Findings.

The General Assembly finds that:

 
(1) Indoor air pollution is a serious threat to public health. The United
States Environmental Protection Agency considers indoor air pollution to be the
number one environmental health threat in the United States.

 
(2) The State of Illinois lacks guidelines that define and protect indoor
air quality. The development of these guidelines is required to ensure the
health and safety of the people of Illinois.
