Order; prima facie proof.

Sec. 130. 
Order; prima facie proof. 
An order or a
certified copy of an order, over the seal of the Department and
purporting to be signed by the Secretary, shall be
prima facie proof that:

 
 
(1) the signature is the genuine signature of the 
 
Secretary; and

 
 
(2) the Secretary is duly appointed and qualified.
