No individual who, as a member of the State Board, or as an employee of the State, shall, by reason of his

Sec. 15.1. 

No individual who, as a member of the State Board, or as an employee of the State, shall, by reason of his
performance of any duty, function, or activity required of, or authorized
to be undertaken by this Act, be liable for the payment of damages under
any law of the State, if he has acted within the scope of such duty, function,
or activity, has exercised due care, and has acted, with respect to that
performance, without malice toward any person affected by it.
