Solely for the purposes of chapter 14, title 67 , Idaho Code, the associations created in chapters 36 and 43, title 41 , Idaho Code, shall be considered self-governing entities as defined in chapter 26, title 67 , Idaho Code, which creates the department of self-governing agencies.
