Whenever the secretary of state is required by the provisions of sections 51-114 and 51-115 , Idaho Code, to cancel the commission of a notary public, he shall: (a) Mark the notary public's record "cancelled" and append thereto the supporting document; and (b) Mail written notice to the resigned or removed notary public or to the conservator, guardian, or personal representative, as appropriate, instructing him to destroy the notary public commission and seal.
