Transfer of license

(a) The rights conferred by a license may be transferred by the Commissioner to any representative designated by the person to whom or
on behalf of whom the license was originally granted, if such representative is a person approved by the Commissioner. In the case of death
of a licensee, the Commissioner may transfer the license to a qualified person recommended by the executor or administrator of the estate
of the deceased licensee.
(b) In instances where the Commissioner has approved the transfer of a license, all matters concerning marijuana inventories must be
handled directly between the transferor and the transferee and all payments must be made directly and not through the Commissioner.
(c) A social equity licensee may not transfer the license to a person who would not meet the criteria for the issuance of a social equity
license until at least 3 years from the date the licensee was awarded an active social equity license.
