Duties of Department of Elections; political balance of election judges; security [For application of

(a) The Department shall ensure that each panel of election judges selected to officiate the procedures required under this chapter
represent a politically-balanced cross section of the major political parties participating in the election for which the mailed ballots are
being counted.
(b) The Department shall promulgate rules to ensure the security and integrity of the procedures required under this chapter and that
the counting process for mail ballots is not subject to improper influences.
