Confidentiality of records

(a) Except as provided by subsection (b) of this section, all files and records of services provided under Title IV-D of the Social Security
Act (42 U.S.C. § 651 et seq.), including information related to a custodial parent, noncustodial parent, child, and an alleged, putative, or
presumed father, are confidential, and for purposes of the Freedom of Information Act, Chapter 100 of Title 29, these files and records are
specifically exempted from public disclosure.
(b) The Division of Child Support Services may use or release information from the files and records for purposes directly connected
with the administration of the child support program, including the release of information to other state agencies operated pursuant to Title
IV-D of the Social Security Act. The Division may also release information from its files and records to a consumer reporting agency in
accordance with § 2217 of this title.
