Rules of construction

(a) The rule of construction that statutes in derogation of the common law are to be strictly construed shall have no application to this
chapter. This chapter shall be broadly construed to accomplish its intended purposes.
(b) The rule of construction that specific statutory provisions should prevail over general statutory provisions shall have no application to
this chapter except to the extent that the provisions of this chapter are considered specific as opposed to general provisions.
