Director may refuse certificate, when

The director shall use reasonable
diligence in ascertaining whether the facts stated in any application and facts contained in other
documents submitted to him with said application are true and, in appropriate cases, may require
the applicant to furnish other and additional information regarding his ownership of the
manufactured home and his right to have issued to him a certificate of title therefor. He may
refuse to issue a certificate of title to such home if from his investigation he determines that the
applicant is not entitled thereto.
