Colorado Code § 27-80-202

Legislative declaration

The general assembly finds, determines, and
declares that strict control of controlled substances within this state is necessary for the
immediate and future preservation of the public peace, health, and safety and that the licensing,
record-keeping, penalty, and other provisions contained in this part 2 are necessary for the
achievement of such control.
