Colorado Code § 24-75-201.2

Restriction on state spending - unrestricted general fund year-end balances

(1) (a) For purposes of determining unrestricted general fund year-end balances as
required in section 24-75-201.1 at the end of any fiscal year, moneys budgeted or allocated for
possible state liability, pending the determination of a legal action, shall not be included.
(b) Moneys budgeted or allocated for possible state liability, pending determination of a
legal action, may be utilized for such purpose without regard to the restrictions on and
requirements for expenditures established in section 24-75-201.1.
(2) For purposes of determining the unrestricted general fund year-end balances as
required in section 24-75-201.1, the year-end balance of the federal revenue sharing trust fund
and all moneys received from the general and special revenue programs of the federal
government shall be included in said balances.
