Colorado Code § 24-4-107

Application of article

This article applies to every agency of the state having
statewide territorial jurisdiction except those in the legislative or judicial branches, courts-
martial, military commissions, and arbitration and mediation functions. It applies to every other
agency to which it is made to apply by specific statutory reference; but, where there is a conflict
between this article and a specific statutory provision relating to a specific agency, such specific
statutory provision shall control as to such agency.
