(1) The department of education shall have the following duties regarding the second chance program: (a) To notify all school districts of the procedures to be followed in processing applications from eligible students; (b) To gather information on participating schools and advertise the program to potentially eligible students and their parents; (c) To receive enrollment information and audit the students and schools participating in the program; (d) To provide assistance as requested to participating school districts, schools, students, and parents; (e) To hear appeals of disputes arising between participating school districts, schools, students, and parents. (f) Repealed.
