(a) All board members shall be afforded an adequate opportunity to review written motions having financial or policy implications before the board meeting. (b) A written motion having financial or policy implications shall be referred to the appropriate committee for recommendation to the full board, unless the motion is distributed to all board members not later than 48 hours before the board meeting or this requirement is waived by the vote of nine board members.
