(a) On or before January 1, 2005, the board, in consultation with the state agencies affected by the changes made by the act of the 2003–04 Regular Session of the Legislature adding this chapter, shall develop and implement guidelines, to provide and produce reports and other documentation, including guidance documents, fact sheets, and other publications and written materials, in the most efficient and environmentally sustainable manner possible. (b) The guidelines shall include all of the following: (1) Distribution of reports and other documentation by electronic means and compact discs. (2) Information on posting reports and other documentation on state agency Web sites. (3) Techniques for the production of reports and other documentation that will reduce waste and encourage the use of recycled goods, materials, and supplies. (4) The cost reduction options specified in Section 7550.1 of the Government Code. (5) Distribution of a reasonable number of printed reports to ensure public access. (c) On or before February 1, 2005, the board shall distribute the guidelines to each state agency.
