A decision by a public agency to seek funding from, or the Department of Housing and Community Developmentâs awarding of funds pursuant to, the No Place Like Home Program (Part 3.9 (commencing with Section 5849.1) of Division 5 of the Welfare and Institutions Code) does not constitute a âprojectâ for purposes of this division.
