Whenever a treaty is in force providing for the transfer of offenders between the United States and a foreign country, the Governor or the Governorâs designee is authorized to give the approval of the state to a transfer as provided in the treaty, upon the application of a person under the jurisdiction of the Department of Corrections, the Department of the Youth Authority, and the State Department of Health Services.
