(a) There is hereby established a Public School Motor Vehicle Insurance Program for all school motor vehicles of participating public school districts, education service cooperatives, and open-enrollment public charter schools in the State of Arkansas. (b) Participation in the program provided for in this section shall be optional with each school district, education service cooperative, or open-enrollment public charter school.
