(a) The Department of Human Services shall provide informational materials, including, but not limited to, parenting, child abuse, substance abuse, sexual abuse, and family planning, to parents whose children have been placed in state custody. (b) This information shall be provided to both natural and adoptive parents and shall be provided within thirty (30) days of placing the child in state custody. Acts 1999, No. 1240, § 1.
