(a) There is established on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a fund to be known as the "Rural Medical Clinic Revolving Loan Fund". (b) The fund shall consist of moneys provided by law, there to be used solely and exclusively for the making of loans by the State Board of Finance, upon application therefor, for the construction and equipping of rural medical clinics in rural areas of this state, as defined in § 20-12-202 . Acts 1991, No. 1135, § 11.
