Authority to establish programs

(a) The Arkansas Waterways Commission, working in partnership with the Arkansas Economic Development Commission, may establish by rule the criteria of eligibility for awarding funds to any public port authority to aid in the development of port infrastructure, including the engineering and construction costs. (b) The rules shall be reviewed by the House Committee on Public Transportation and the Senate Committee on Public Transportation, Technology, and Legislative Affairs.
