(a) Two (2) or more counties or two (2) or more municipalities, whether or not in the same county, or one (1) or more counties and one (1) or more municipalities, whether or not in the same county, within or near which there is a navigable river or waterway are authorized and empowered to organize and establish a metropolitan port authority, in the manner and for the accomplishment of the purposes specified in this chapter. (b) (1) Each authority established under this chapter shall consist of and be governed by a board of directors. (2) The members of the board shall be selected and shall serve as set forth in this chapter. Acts 1961, No. 439, § 2; A.S.A. 1947, § 21-1502.
