(a) This chapter is intended and shall be construed to supplement all constitutional provisions and acts of the General Assembly designed to accomplish, in whole or in part, the purposes of this chapter. (b) When applicable, this chapter may be used as an alternative notwithstanding any constitutional provision or other legislation authorizing counties, municipalities, or port authorities, and other agencies or commissions, to accomplish, in whole or in part, the purposes specified in this chapter. (c) This chapter shall be liberally construed to accomplish its purposes. Acts 1961, No. 439, § 15; A.S.A. 1947, § 21-1515.
