(a) This chapter shall be known and may be cited as the Financial Innovation and Market Expansion Act. (b) The intent of this chapter is to implement Section 4(c) of the federal Guiding and Establishing National Innovation for U.S. Stablecoins Act, 12 U.S.C. § 5903(c), governing regulation of payment stablecoins at the state level.
