The board shall have exclusive management and control of the fund and all matters connected therewith. The board shall have power to adopt and enforce rules and regulations as may be necessary to enable the board to carry into execution the purposes for which the fund is established. The board shall hear and decide all applications for pensions and relief; its decisions in regard thereto shall be final and conclusive and are not subject to review. Three members of the board shall constitute a quorum for the transaction of business, but the affirmative vote of three members shall be necessary to adopt any motion or resolution, or to transact any business. The board shall cause to be kept a record of all meetings and proceedings. Meetings of the board shall be held in the city hall at such times as meetings may be called by the chair or by any two members. No member of the board shall receive any salary or compensation for serving as a trustee.
