(a) This part applies to persons who in this state: (i) Make or solicit consumer credit sales, consumer leases or consumer loans; or (ii) Directly collect payments from or enforce rights against debtors arising from sales, leases, or loans specified in paragraph (i) of this subsection, wherever they are made.
