(a) A majority of the board constitutes a quorum. All actions of the board shall be approved by a majority of those present at the meeting. (b) A community board shall elect from its members a chairman to preside at meetings, a secretary to maintain the records and a finance officer who shall file with the board a bond with an approved corporate surety in the penal sum designated by the board.
