(a) Obligations issued pursuant to this chapter shall be authorized by resolution and may: (i) Be issued in a form and manner and subject to the terms and conditions the resolution provides; (ii) Be sold at public or private sale. (b) Any provision of any law to the contrary notwithstanding, any obligations issued pursuant to this chapter are fully negotiable. (c) In any suit, action or proceeding involving the validity or enforceability of any obligation issued pursuant to this chapter or the security therefor, any obligation reciting in substance that it has been issued by the municipality or county to aid in financing a project is conclusively deemed to have been issued for that purpose, and the project is conclusively deemed to have been planned, located and carried out in accordance with the purposes and provisions of this chapter.
