Wisconsin Code § 891.10

Village records

The papers, documents and orders
relating to the organization and incorporation or the alteration of
the boundaries of any village, being recorded in the office of the
proper register of deeds pursuant to law, and such record and also
the record thereof in the office of the village clerk shall be received as presumptive evidence of the facts therein stated.
