Wisconsin Code § 553.59

(1) The provisions of this chapter concerning sales and offers to sell apply when a sale is made
in this state or when an offer to sell is made or accepted in this
state, except that s. 553.21 does not apply to an offer to sell that is
not directed to, or received by, the offeree in this state.
(2) For the purpose of this section, an offer to sell is made in
this state if the offer either originates in this state or is directed by
the offeror to this state and received by the offeree in this state.
(3) For the purpose of this section, an offer to sell is accepted
in this state if acceptance is communicated to the offeror from
this state.
(4) An offer to sell is not made in this state if the publisher
circulates or there is circulated on the publisher’s behalf in this
state any bona fide newspaper or other publication of general,
regular and paid circulation that is not published in this state or if
a radio or television program that originates outside this state is
received in this state.
