Wisconsin Code § 48.04

If the county contains one or
more cities of the 2nd or 3rd class, the circuit judges for the
county, subject to the approval of the chief judge of the judicial
administrative district, may appoint, by an instrument in writing,
filed with the county clerk, a clerk of court for juvenile matters
and such deputies as may be needed, who shall perform the duties
of clerk and reporter of the court as directed by the judges. The
clerk and deputies shall take and file the official oath and shall receive such salary as the county board of supervisors determines.
