Officers and employees of county institutions

(1) The trustees shall appoint a superintendent of each institution and may remove the superintendent for cause, as defined in s.
17.001, on due notice in writing and hearing of the charges
against the superintendent.
(2) The trustees shall prescribe the duties of the superintendent. The superintendent shall execute and file an official bond
with sureties approved by the trustees.

(3) Subject to the approval of the trustees, the superintendent
shall appoint and prescribe the duties of necessary additional officers and employees of the institution, and may remove them at
the superintendent’s discretion, subject to the county civil service
law.
(4) The salaries of the superintendent, visiting physician and
all necessary additional officers and employees shall be fixed by
the county board. In Milwaukee County, the salaries of any superintendent of a mental health institution and the salaries of any
visiting physician and necessary additional officers and employees whose duties are related to mental health shall be fixed by the
county executive.
