Wisconsin Code § 35.53

State printing orders

(1) No printer shall be paid
for any printing not authorized by an official printing order. The
department shall prescribe the form, contents, number, and disposition of printing requisitions and official printing orders.
(2) The governor may cause the withdrawal of any printing
requisition if, in the governor’s opinion, public policy demands it,
or if the edition thereof seems excessive. In such cases, the governor shall hear the statement of the requisitioning officer, and shall
communicate to such officer the action taken and reason therefor.
