Wisconsin Code § 323.01

Declaration of policy

(1) To prepare the state and
its subdivisions to cope with emergencies resulting from a disaster, or the imminent threat of a disaster, it is declared to be necessary to establish an organization for emergency management,
conferring upon the governor and others specified the powers and
duties provided by this chapter.
(2) Unless otherwise specified by law, the role of any state
agency, including the department of military affairs and the division, in an emergency declared under this chapter, is to assist local units of government and local law enforcement agencies in responding to a disaster or the imminent threat of a disaster.
(3) This chapter may not limit or in any way affect the responsibility of the American National Red Cross as authorized by the
congress of the United States.
